• Provide expert advice, guidance, technical support and capability development to the Group in managing project cost performance for capital project implementation to achieve high-level quality and integrity of project cost engineering performance within the industry standards and best practices.
• Responsible for the implementation of cost validation systems/ tools and standards that comply with company and industrial requirements and recommend enhancements as appropriate.
Cost Estimating/Validation
• Evaluate, establish and implement the required approach and methodology in undertaking cost estimating/verification/validation of projects through detail assessment and review overall cost estimate basis, estimate methodologies, engineering documents and basis, WBS and detail project schedules.
• Provide guidance and coaching to sub teams in performing cost validation tasks for projects through implementation of systematic guidelines and procedures.
Cost Forecasting
• Integrate and establish high level awareness in Industry benchmarking of best practices through regular involvement with leading forecasting bodies e.g. CERA (Cambridge Energy and Research Association), IPA (Independent Project Analysis) and incorporate applications of CEC (Cost Engineering Committee) metrics for both upstream and downstream projects; in improving project Cost delivery and predictability capability within the group to be at par to industry's practices.
Cost Risk Analysis
• Design, facilitate and recommend the Cost Risk Analysis framework through identifications of risk factors/drivers and assigning of risk loading through the risk dependency matrix across cost estimate components and undertaking Monte Carlo simulation in identifying and recommending overall contingency estimate at required probabilities.
Integrated Schedule and Cost Risk Analysis
• Design, facilitate and recommend the Integrated QRA framework for Cost/Schedule through identifications of risk factors/drivers and assigning of risk impact ranges to the identified cost components in identifying overall risk probabilities.
