This role is critical to the project success and the selected candidate will be expected to stay until completion of all commissioning work. This role will be initially performed in Houston, TX, and eventually transition to Morgan City.
The candidate will be Responsible for developing the plan and coordinating the resources to manage:
o The project scope of work, specifications and schedule and Interpret contractual requirements.
o Interface with Client and other agencies on their review and approval
o To maintain close co-ordination with other engineering disciplines, Planning, Fabrication, and Project Management Team as required
o System Walk down and Punch list Management
o To carryout Specialized Cleaning & Flushing
o Commissioning of the Topside Mechanical, Instrumentation and Electrical Systems
o Concerns and taking appropriate initiatives to address the issues.
· The Topsides Commissioning team is responsible for construction completion verification, cleaning of key systems, function testing of systems and hardware, and assisting operations in achieving safe startup of the facility.
· Topsides commissioning is a critical phase of the project where by the duration of the work needs to be minimized while assuring thorough completion of work, managing activities safely, within budget, and within ‘person’s on board’ limitations.
· Individual should have excellent technical, communications, organizing and planning skills.
HSSE Policy

Coordinating the commissioning activities, both in the planning and execution phase.
· Assuring that the project scope is divided up into systems that are defined in a manner that will support ease of commissioning.
· Work with the commissioning team to set priorities for system turnover that allows for productive simultaneous operations (SIMOPs) that allows for safe commissioning of systems while the construction contractor completes and turns over the remaining systems.
· Assure that the System Commissioning Procedures are developed, approved, and finalized per the planning schedule and include the appropriate content and detail to assure safe and thorough commissioning.
· Assuring that the Commissioning execution plan includes the materials, special tools, and vendor support for a safe and productive pace.
· Assuring that the topsides commissioning staffing plan has the correct number of persons with the appropriate skills to execute the commissioning work.
· Represent the Topsides Commissioning team in key meetings with interfacing departments (Operations, Engineering, Offshore Coordination Team, etc.).
· Supporting project Factory Acceptance Testing (FAT) including: reviewing procedures, assigning resources, periodically attending FAT, and adjusting commissioning scope to integrate FAT successes and deficiencies
· Development, tracking, and adjusting commissioning execution schedule.
· Working with engineering and operations department to promptly find the preferred alternative for alleviating issues discovered during commissioning.
· Lead the offshore commissioning activities, including resource management, schedule coordination, materials/tools/vendor support, system/equipment troubleshooting, and adjusting plan due to resource issues.
· Assisting in the development of commissioning spare parts listing and quantities.
· Individual will be expected to interface effectively with client project personnel (project leadership and engineering staff), sub-sea commissioning team, operations team, contract field construction personnel, and vendor support staff.
· Individual will work in a team environment and must be able to quickly understand the roles of those in the interfacing teams, develop quick relationships, and work effectively to assure that the commissioning work integrates well in the overall project plan.
Reporting:
· Monitor and report against Commissioning Plan.
· Regular (initial weekly, eventually daily) Reports during the Commissioning Phase of the project.
Job Requirements *
· This position requires a minimum of 7 years of offshore platform commissioning experience and a preferred 10 years in support of upstream projects or production.
· At least two projects in the position of the commissioning manager in offshore responsible for Hookup and commissioning
Clarifications:
· Hookup and commissioning mangers’ primary role will be to focus on the commissioning activity.
· Manager will be assisted by a position called “Hookup Suptâ€, who will be working under him at offshore, one candidate to take care of the day shift and the one candidate to take care of the night shift.
· The Hookup Supt position has to be filled about six months before going offshore, worst case, at least one candidate, about four months to go offshore.
